Axom Sarba Siksha Abhijan Mission, Dibrugarh Text Box: Education for all has long been one of the cherished goals of national development reflected both in Constitutional and policy Commitments since independence. Despite planned efforts, this goal remains elusive due to certain ‘disadvantaged’ groups remaining out of the fold of the formal educational system.
One such group is the ‘disabled’ who have been considered peripheral for almost three decades of planned development. It is obvious that universalisation of Elementary Education cannot be achieved unless all children are brought in to schools, retained and provided quality education that is equitable.
National policy on Education (1986) started a new era for children with special need (CWSN). For the first time this document brought the disabled children to the center stage of educational planning and implementation as well as within the purview of educational opportunities.
In the last decades attempts have been made to promote integration through the centrally sponsored scheme ‘Integrated Education for Disabled children’. The Philosophy of Integrated Education rests on giving equal opportunities to an integrated group of able bodied and differently able children studying together.
