 The Government of India has introduced Sarva Shiksha Abhiyan which is a flagship programme for achievement of universalization of elementary education in a time bound manner, as mandated by the 86th amendment to the Constitution of India making free and compulsory education to children of ages 6-14, a fundamental right. 
 Sarba Siksha Abhijan which aims at achieving total univerlization of elementary education to every child of age group 6-14 years, has come across a long way in meeting the goal. The organization which was set up way back in the year 2001-02 at the national level, has spread up its activities to all the states with the intention of reaching its benefits to every nook & corner of the country. Accordingly the SSA, Dibrugarh has taken untiring efforts to deliver the fruits of its research based strategies for achieving total literacy in the district as well.
 SSA, Dibrugarh is one of the focus district of the state as its demographical picture reflects a wide variety of ethnic groups mainly of the tea tribes & scheduled tribe who are educationally very much backward. As such Dibrugarh is proving to be a major thrust area for implementing its plans & programmes. Though SSA’s main target area of operation is the alternative schooling sector comprising the drop out & never enrolled, yet it has spread up its activities for uplifting quality education as well by providing advanced teacher trainings &  computer aided learning. Moreover SSA is also striving to ensure proper community participation in respect of bringing together the entire society under its fold for meeting the broad goal of mainstreaming the out of school children. Notwithstanding, SSA’s another focus area is the disabled child sector & child labours where it has initiated a large number of innovative activities in overcoming the disabilities & difficulties for educational pursuit. SSA is also providing financial grants for better infrastructure & teaching activities at a large so that there remains no stone unturned in providing better educational facilities to the children.
